Mr Noel Gerald DCruz
Group Chief Risk Officer
Mr Noel Gerald DCruz was appointed Group Chief Risk Officer (GCRO) on 1 January 2023. As GCRO, he has overall responsibility for the management of risk, including Credit, Market, Liquidity, Operational, and Environmental Social Governance (ESG) for OCBC’s businesses in Singapore, Malaysia and other overseas markets. In addition, he was concurrently appointed as Group Chief Information Security Officer responsible for Cyber & Information Security. He reports jointly to both Group CEO and the Board Risk Committee of OCBC.
Mr DCruz joined the Bank in 1989 after a stint in the Monetary Authority of Singapore and rose through the ranks to head both the Group Risk Portfolio Management department as well as the Group Data Management Office. He has been closely involved in the re-organisation and reinforcement of the Bank’s credit risk management function with dedicated policy, underwriting, analytics, remediation and data units, and the establishment of the Credit Risk Management Committee. Mr DCruz led the OCBC Group Basel programme to develop internal ratings-based approaches for credit management and capital adequacy assessments and later the modelling approaches for Expected Credit Loss portfolio allowances. In 2017, he also established the Group Data Management Office to drive implementation of a Group-wide data governance and management framework.
Mr DCruz holds a degree in Economics from the London School of Economics and Political Science.
